We talked about the features of greenhouse construction in Russian conditions with executive director National Union of Producers of Fruits and Vegetables by Mikhail GLUSHKOV.

The greenhouse is reimbursed for a fifth of the construction costs

Mikhail Vladimirovich, why did non-core investors suddenly rush to build greenhouses? For example, the Greenhouse company, the controlling stake of which belongs to the son of Roman Abramovich, is starting to build a greenhouse complex in the Belgorod region. Vadim Moshkovich's Rusagro agricultural holding, which has not dealt with greenhouses before, is also going to build greenhouses. AFK "Sistema" Vladimir Yevtushenko bought the largest agro-combinat "Yuzhny" in Karachay-Cherkessia, and the company also has plans to build...

The answer is simple: this industry has become attractive for investors. What is it connected with? The fact is that we receive a fairly large share of imported greenhouse products, the prices for which are by no means low. And it is the imported vegetables, as it were, that "keep" a fairly attractive price bar on the vegetable market.

The second reason is measures state support. Today, according to Decree of the Government of the Russian Federation of June 24, 2015 No. 624, investors are subsidized 20% of capital costs for construction plus part interest rate on credit. What is 20% compensation in practice?

An investor comes to the bank and says, "I want to build a greenhouse." They answer him: “Well, you pay 20% yourself, and we will give you 80% in the form of a loan.” A person safely invests his 20%. And a year later, when the greenhouse has already been built, the state compensates him for these 20% own funds. For an investor, these are very good conditions.

In addition, vegetables are now in demand, and the government is pursuing a very clear policy in the field of import substitution.

All these factors attract new investments to the industry.

It turns out that the state gives all the cards to the new "vegetable" business?

Yes. It is only necessary to add here that this measure appeared quite recently, in 2015. It was a real breakthrough. The fact is that representatives of our union have repeatedly spoken at meetings of various levels, convincing us: we need to develop, we need to support the industry, we have a high share of imports.

And finally, we were asked what we need "for happiness"? It was then that we proposed our scheme: 20% reimbursement of capital costs for construction. And the government supported us.

True, since this measure has just been introduced, not everyone has had time to really use it yet, but it will work in full force in 2017. However, in December 2015, the first subsidies were already paid.

But does the investor still have to prove that he is entitled to such a 20% refund?

Yes, there is a certain selection. You just need to immediately build in accordance with the selection criteria. And if you build a greenhouse that does not meet these criteria, you cannot count on any subsidies and reimbursements.

The greenhouse should be an area of ​​3 hectares, with a yield of 50 kg per square meter. The complex must be connected to energy and water resources. And, finally, to have the conclusion of the State Expertise.

And what is more profitable: to build a greenhouse from scratch or to reconstruct an old greenhouse complex?

Today we have about 2,300 hectares of greenhouses, of which about 500 hectares are modern. All the rest are old greenhouse complexes, which are ineffective in relation to today's conditions. It is necessary and possible to modernize them, but in any case, the result is not so competitive.

The new greenhouses are modern technologies literally in everything. There, the cost is much less. New enterprises have a huge yield: up to 100 kg of products per 1 sq. m. For comparison: old enterprises, on average, get only 30 kg per “square”.

So, if possible, it is better to build a new one right away than to patch up the old one.

To what extent is the interest rate on loans for the construction of greenhouse complexes subsidized today?

It is subsidized from two sources: from the federal budget - two-thirds of the refinancing rate, as well as from the regional budget (here the figures are different in each region).

Let's say I take a loan at 13%. In the bank I contacted, today's refinancing rate is 10%. I count two-thirds and get 6.6% - that's what the federal budget then compensates me for. And another 2-4% can be subsidized by the regional budget. It turns out that I can get a loan at only 3%!

It has already been calculated that the greenhouse pays off in about seven years: it takes two years to build it and five years to work for profit.

How we got ahead of Holland

Okay. At the very least, we started building greenhouses, but things are much worse with their engineering support. It is no secret that the leading greenhouse enterprises have imported irrigation systems, temperature and light controls. Does our industry intend to catch up with the world standards of greenhouse engineering? And what's stopping it?

If some domestic systems are produced today, then, alas, they are a shell for imported components: that is, outside - ours, but inside - still imported. Moreover, our systems are worse than imported ones in terms of quality, but the price is the same. It is not surprising that everyone who builds today prefers to buy materials and equipment abroad.

It must be admitted that our "greenhouse" industry is still very poorly developed. Companies that produce at least something for greenhouse growers can be counted on the fingers of one hand.

Take the same metal structures, for example. After all, how are we doing now? They export raw materials (metal) abroad, they produce constructs (racks for greenhouses), then ready-made are being brought here.

It would seem that we can’t produce at home? But no! Tried - not working yet. A year later, our domestic metal structures rust for some reason: either the quality of galvanization is poor, or something else ...

You know, we had an investor who experimented with domestic products. He caught fire to do everything on his own: they say, I will order everything from myself, take the Dutch drawings and order. And what is the result? Large parts were made to him more or less normally, and every little thing (accessories) simply did not fit during assembly. He suffered, suffered, and as a result, he ordered all this trifle in Holland anyway. Both funny and sad...

In a word, we can still do something large, large-scale. But where filigree work is needed ... A greenhouse, after all, it must be airtight. There are no gaps allowed in principle. We simply do not have companies that can do this in such capacity.

In addition, the Russians are turning around quite slowly: with existing capacities (leaving aside quality), they can supply equipment at best 3 hectares per year. And according to the state program, we need to build 350 hectares each!

And yet I hope that over time we will have some joint ventures. Such as in the construction industry, for example. Some of the foreign investors will come and say: let's build a plant. We are waiting for such a person!

Mikhail Vladimirovich, but did high technologies come to our greenhouses?

Undoubtedly. I'll even tell you more: some of our greenhouses are better than in the same Holland. Yes, yes, the last large greenhouse complexes there were built ten years ago using old technologies. And our greenhouses of recent years have been built according to the most “advanced” modern standards.

We did not go through intermediate stages - we immediately built greenhouses of the latest generation. There are automatic watering, and lighting, and bioprotection (they fight pests not with chemical, but with biological methods), and interplanting (when an old seed is planted on a fruit-bearing plant, and the crop is harvested almost all year round), and interlighting (additional lighting of the lower tiers of plants), and much more.

What construction innovations are currently being used?

First of all, it should be noted an innovative coating that is used instead of glass. This is cutting edge film. Due to the fact that it is lighter, the distance between the uprights of the structure can be greater - which means that metal structures are saved.

Look not at the quality of the soil, but at how much electricity costs

Recently, many greenhouse complexes began to acquire their own mini-CHPs, which significantly reduce the cost of electricity generated. How quickly do these additional investments pay off?

Today we have an average tariff for electricity - 4 rubles. for 1 kW. Illumination (light power) in a good greenhouse should be 2 MW per 1 ha per hour - this is a huge amount of electricity. And many, in order not to buy such an amount of electricity, build so-called mini-CHPs, supply them with gas piston units and generate their own electricity.

Before the dollar rose in price, it was very profitable, and almost everyone did it. Now that the dollar has doubled in price, many are wondering if the game is worth the candle. Let's guess. Mini-CHP pulls at a cost of about 30% of the cost of the entire complex. Very big money is obtained.

Therefore, greenhouse complexes are now trying to switch to preferential tariffs - "High Voltage", etc., in order to be less dependent on "gepeushki" (gas piston installations). They try to make this dependence minimal also because the quality of such gas piston installations has recently declined greatly

One greenhouse owner recently bought four GPUs, and in the winter three of these four units stopped working. In a panic, he rushed to call the Dutch manufacturer. The manufacturer replies: "I can only come in a week." As a result, half of his vegetables froze, and he suffered enormous losses.

Today, a good alternative to mini-CHPs is preferential tariffs for electricity. Therefore, I would advise an investor who chooses a place to build greenhouses to pay attention, first of all, to how much electricity costs there.

And one more piece of advice. Now the Government of the Russian Federation has identified points where newly built greenhouse complexes can connect to the federal grid energy company and consume electricity at a reduced rate.

How many vegetables are lacking in Russia today?

The plan for this year is to produce 850 thousand tons. Imports will be about 600 thousand tons. Last year we produced 750 thousand tons, and imported 800 thousand tons. That is, this year the situation is better.

In total, we now have 2,300 hectares of greenhouse areas, but we would need 3,500 hectares. So there is still a lot of work...

If the payment schedule is fulfilled, the average construction period for a greenhouse complex with an area of ​​3 to 10 hectares is about a year. Thus, when calculating the investment period, the researchers took as an assumption that the time for investing fixed assets falls on 6-10 months before the complex is put into operation. It should be noted that in the calculations, the researchers of "Technology of Growth" took into account only projects with the declared volume of investments, while some investors prefer not to report on the volume of investments.

Some projects at the time of the study were in the pre-project stage, so the amount of funds required has not yet been determined.

The last 3-4 years are characterized by a stable level of non-core business investment in flower industrial greenhouses. The total volume of invested and disbursed funds for 2006 - 1 quarter. 2009 reaches 236 million euros.

Most large investments were produced in the projects "Mokshansky" (60 million euros mastered in 2006 - 2009), "South-Agro" (more than 47 million euros in 2006 - 2009), "Ramensky Greenhouses" (42.5 million euros). euro in 2008-2009).

Of the planned investments until 2015, the largest projects are Chekhov Garden (about 50 million euros), Anapa (68 million euros), New Holland (53 million euros).

Notable flower projects announced by investors for the period up to 2015 have a total estimated cost of 277 million euros. Some of the projects are likely to be frozen due to the crisis in the global and Russian economy in 2009. On the other hand, there will be other investors who managed to maintain income from the core business during this difficult time, and aimed at diversification. In any case, growing roses and other cut flowers will remain an attractive business in Russia for a long time to come.

“Vegetable” investment projects have a completely different dynamics. At the time of the study (spring 2009), non-core investors had invested only 45.5 million euros in the construction of industrial greenhouses for growing vegetables and herbs, i.е. more than 5 times less than in flower greenhouses for the same period.

However, the announced vegetable greenhouse projects for 2009-2015 have an estimated cost of 651 million euros, which is almost 3 times more than similar investments in flower greenhouses.

It should be noted that a significant part of the planned investments in the development of greenhouse vegetable growing in Russia falls on the projects of the Capital Vegetables Group led by B. Gorkunov. The total investment of the Group is 116 million euros, part of which has already been disbursed in 2008 - Q1. 2009.

At the time of the study, the Group was working closely on 5 projects of industrial greenhouses with vegetable specialization near Novosibirsk, Yaroslavl, Magnitogorsk, Rostov-on-Don and Kuban.

Among other major investors in vegetable greenhouses is the Novye Peaks company, which plans to build up to 200 hectares by 2018 closed ground in the Astrakhan region, the company started construction of the first stage of 20 hectares in 2008. "New Peaks" were able to enter the regional program of the agro-industrial complex, supported by the local administration, and agree on obtaining preferential loans. The volume of planned investments in the project is 230 million euros.

Noteworthy is the project of TC "Stolyarovo" in the Kuban, which was going to be developed at the expense of the German "Superfinancebank". The volume of investments is more than 100 million euros, the first tranche of which was received and disbursed in 2008. According to press reports in 2009, the project is now on the verge of bankruptcy due to the failure of the German partner's payment schedule.

The project "Baltimore" in the Astrakhan region, which planned to start construction of a vegetable greenhouse with an area of ​​30 hectares, was frozen in 2008. The planned investment amounted to more than 80 million euros, however, due to the sale of the assets of the investor company, the fate of the project is not yet clear.

Researchers consider it highly probable to postpone the construction and equipping of part of the investment projects for a year or two. It is also possible to slow down the pace of construction and reduce the planned area. At the same time, the interest of potential investors in industrial greenhouses in recent years has a clearly positive trend.

How to draw up documents for growing vegetables

If the land plot for the construction of greenhouses is your property and you do not plan to work on a large scale, hire additional workers and sell finished products to legal entities, then there are no special documents for organizing such subsidiary farm not required. This list of information may be extended. Copies of documents confirming the relationship of citizens who have decided to create a joint farm are attached to the agreement. In addition, the agreement is signed by all members of the farm.

What equipment is needed for a greenhouse business

Regardless of which crops you have chosen for growing in greenhouses, whether you own or lease the land for their construction, whether you are going to manage with your savings or plan to take loans, you need to start organizing this type of business by drawing up a detailed business -plan.

In it, you will be able to assess the situation on the regional market, decide on the format of your future business (it can be either seasonal with the use of cheaper and simple farm greenhouses, or permanent with the construction of industrial greenhouses with constant heating and lighting), assess the possibilities of marketing and searching buyers, calculate costs and profits, project funding sources, etc. The costs of organizing such a business directly depend on the type of greenhouses that you will use. The most widespread in our country are two types of greenhouses - film and glass. Film, or polyethylene greenhouses have a lower cost.

By cons include the low light transmission ability of the film and its insufficient strength, as well as high humidity inside the greenhouse. On average, once a season, such greenhouses must be replaced. "Productivity" with the use of film greenhouses will also be lower, because plants will have to be planted in them later, which, accordingly, increases the ripening time of the crop. Glass or winter greenhouses have a more complex design and are more expensive than film ones.

To the pluses can be attributed to their durability, relative strength and good light transmission. Under certain conditions, they can grow vegetables even in the winter season. But still, glass is a rather fragile material, and the cost of replacing broken glass will be higher than the cost of replacing torn polyethylene, which should also be taken into account when making an estimate.

Recently, greenhouses of the third type, made of polycarbonate or acrylic, are becoming more widespread, which is more durable than glass and film, has good transparency and light scattering. The level of illumination in a polycarbonate greenhouse is twice as high as in a polyethylene greenhouse.

Its additional advantage- no need to make a foundation, as is the case with glass greenhouses. But still, unfortunately, polycarbonate greenhouses are also not perfect and have their drawbacks. First of all, this applies to arched structures, which are the most common. Their popularity is explained only by the fact that it is more profitable for greenhouse manufacturers to produce just such structures, since a standard polycarbonate sheet is 2.1 by 6 meters in size. There are also sheets up to 12 meters long, but they are difficult to transport and inconvenient to use.

A standard polycarbonate sheet is bent into an arc in such a way that the height of the structure is, as a rule, 3.8 meters and the length, respectively, 6 meters, although these parameters can be increased or decreased if necessary. Such a greenhouse is considered small in size. With intensive cultivation, the land in it is quickly depleted, so it is necessary to fertilize it regularly. The main disadvantage of a polycarbonate greenhouse The arched structure lies in the uneven illumination and in the large reflection of light, as a result of which only part of the plants is well illuminated. To eliminate these shortcomings by increasing the flow of light, you can make the roof of the greenhouse not semicircular, but flat, and the northern part of the greenhouse - opaque.

Plants in polycarbonate greenhouses can be planted directly into the ground, but in this case it will be difficult to maintain the recommended temperature regime. Experts advise nevertheless to use the so-called flooring, which is a metal mesh stretched over a wooden frame.
