      • 40. The standard of specific fuel consumption for the thermal energy supplied by heating (industrial and heating) boiler houses (the maximum allowable technically justified measure of fuel consumption per unit of thermal energy supplied by the source (sources) to the heating network) is determined as a whole for the organization - legal entity.

        Thermal energy supplied to the heating network is defined as the thermal energy produced by boiler units, minus the thermal energy used for the boiler house's own needs, and transferred to the heating network.

        The standard of specific fuel consumption for the supplied heat energy from the boiler house (group standard) is calculated on the basis of individual standards of boiler units, taking into account their productivity, operating time, the weighted average standard for the production of heat by all boiler units of the boiler house and the amount of heat energy consumption for auxiliary needs of the boiler house.

        The type of fuel specified in the technical passport of the boiler is accepted as the calculated fuel.

        The standards are determined in kilograms of standard fuel per gigacalorie (kg of fuel equivalent/Gcal).

        41. The standard for specific fuel consumption (SFC) for an organization is determined on the basis of the results of calculations for boiler houses owned or owned by the organization on other legal grounds.

        NUR can be determined separately for separate divisions (branches) of the organization.

        42. When calculating the NUR, it is not allowed to take into account the costs of fuel and energy caused by deviations from the rules of technical operation and operating modes of the equipment of heat energy sources, for the construction and overhaul of buildings and structures, installation, commissioning and adjustment of new boiler room equipment, for conservation not entered into operation or decommissioned equipment, for experimental and research work.

        43. NUR calculations are performed for each of the months of the billing period and in general for the entire billing period based on the results of calculations for each month.

        The operation of individual boilers and boiler houses on different types of fuel in different periods of the year is taken into account when calculating individual standards for specific fuel consumption in the corresponding months.

        NUR can be installed separately for different types of fuel (gas, fuel oil, coal, etc.) in cases where the organization operates boiler houses (groups of boiler houses) using different types of fuel as the main one.

        In this case, the NUR calculation for boiler houses combined into a group by type of fuel is carried out as for the organization as a whole.

        44. The approved standards may be reviewed if there are reasons that significantly affect fuel consumption:

        change in the type, class, brand or quality of fuel burned;

        identification by tests of new characteristics of boiler units;

        installation of new and reconstruction of existing equipment, transfer of steam boilers to hot water mode.

        on the organization in the Ministry of Energy of Russia of work on the calculation and justification of the standards for specific fuel consumption for the supplied electrical and thermal energy from thermal power plants and boiler houses

        I. General provisions

        released electrical energy from tires and thermal energy from collectors of thermal power plants operating on fossil fuels;

        released thermal energy from boiler collectors.

        3. Under the norm of specific fuel consumption (hereinafter - NUR) in this Instruction is understood as the maximum allowable technically justified measure of fuel consumption per unit of electrical energy supplied from tires, per unit of thermal energy supplied to the heating network. The standards are determined in grams of standard fuel per 1 kilowatt-hour (g of fuel equivalent/*), kilograms of fuel equivalent per gigacalorie (kg of fuel equivalent/Gcal).

        4. The primary objects of NUR calculations at TPPs with steam turbine units are groups and subgroups of equipment. A group of equipment is a set of condensing turbine units or turbine units with controlled steam extraction and back pressure (for power units also with the same capacity), as well as all boilers (both pulverized coal and gas oil) that ensure the operation of these turbine units. The subgroup of power units includes a set of only coal-fired or gas-fired boilers and condensing or cogeneration turbine units working together with them with the corresponding pressure of live steam and the same power. A subgroup of equipment with cross-links is a set of condensing or cogeneration turbine units with the same live steam parameters and boilers that ensure the operation of these turbine units and burn only solid or gas-oil fuel.

        If pulverized-coal and gas-fired boilers operate on a common live steam collector, then a subgroup of equipment with cross-links is conditionally considered pulverized coal.

        For TPPs equipped with combined cycle plants (hereinafter referred to as CCGT) or gas turbine units (hereinafter referred to as GTU), as well as diesel generators (hereinafter referred to as DG), NUR calculations are performed for each piece of equipment.

        The standard of specific fuel consumption for the supplied heat energy from the heating (industrial and heating) boiler house (group standard) is calculated on the basis of individual boiler standards, taking into account their productivity, operating time, the weighted average standard for the production of thermal energy by all boilers of the boiler house and the amount of heat energy consumption for its own boiler room needs. Individual norm of specific fuel consumption is the norm of consumption of the design type of fuel for the boiler for the production of 1 Gcal of thermal energy under optimal operating conditions.

        Thermal energy supplied to the heating network is defined as the thermal energy produced by boiler units minus the thermal energy used for the boiler house's own needs and transferred to the heating network.

        5. For steam turbine and gas turbine TPPs with an installed electric capacity of 10 MW or more and boilers with a heat output of 50 Gcal/h or more, NUR calculations are performed on the basis of the normative and technical documentation (hereinafter referred to as RTD) in force at the time of the calculations for fuel use.

        The composition of the NTD for fuel use and the requirements for its development are given in Section II of this Instruction.

        For TPPs with a capacity of less than 10 MW and boilers with a heat output of less than 50 Gcal/h, as well as in the event of a temporary absence of the NTD for fuel use or the expiration of its validity at TPPs and boilers of higher capacity, it is allowed to use in the calculations:

        indicators of the base period;

        manufacturer's data, typical energy characteristics of boiler and turbine units;

        expert assessments based on reporting or other data.

        According to DG, passport, reference data and operational indicators are used in NUR calculations.

        6. When calculating the NUR, additional fuel and energy costs caused by:

        omissions in the operational and repair maintenance of equipment;

        carrying out construction and installation, experimental and research work;

        start-up and adjustment of new equipment;

        7. In the event that the actual values ​​of the indicators exceed those of the energy characteristics of the equipment (in terms of the efficiency of boiler and turbine units, vacuum, feed water temperature, electricity and heat costs for own needs, etc.) in the year preceding the calculated one, the NUR values ​​calculated based on the NTD for fuel use, are adjusted downward by the amount of fuel savings against the energy performance obtained in the previous year.

        8. The choice of the composition of operating equipment and the distribution of electrical and thermal loads between individual units of power plants and boiler houses are based on the principles of ensuring reliable energy supply to consumers and minimizing fuel costs for energy supply.

        9. NUR calculations are performed for each of the months of the settlement period of regulation and in general for the entire settlement period. NUR as a whole for the billing period are determined by the results of their calculations for each month.

        10. The distribution of fuel costs by power boilers between electric and thermal energy generated in the combined cycle at TPPs in the NUR calculations is made in accordance with the methods adopted in the preparation of state statistical reporting.

        11. The documents substantiating the values ​​of the standards considered by the Ministry of Energy of Russia for power plants and boiler houses of the electric power industry include:

        a summary table of the results of calculations of the standards for specific fuel consumption for the supplied electricity and heat, prepared in accordance with Appendix 1 to this Instruction;

        NUR calculations for each TPP and boiler house for each month of the regulation period and in general for the billing period. When performing calculations of specific fuel consumption on the basis of the NTD for fuel use, the supporting material must contain completed layouts (included in the NTD for fuel use) for each TPP and boiler house for each of the months of the calculation period;

        calculations of the minimum electricity generation for thermal power plants for each month of the regulation period and in general for the billing period;

        energy balances for each month of the billing period and for the billing period as a whole, agreed with the Regional Dispatch Office and the executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs;

        plan for repairs of the main power equipment in the billing period;

        copies of the title pages of the current regulatory and technical documentation on fuel use for each TPP and boiler house in accordance with appendices 10 and 11 to this Instruction;

        a map of fuel burns due to the deviation of the actual performance of the equipment from the standard level for the year preceding the current one in accordance with Appendix 12 to this Instruction;

        a plan for the implementation of organizational and technical measures to eliminate fuel burns due to the deviation of the actual equipment performance from the standard level and a plan for realizing the energy saving potential, developed on the basis of the results of energy surveys;

        the structure of the fuel balance, the quality indicators of the types and grades of fuel used for the last three years preceding the current period, for the current period and forecasted in the billing period (calorific value, ash content, humidity) for the billing period on a monthly basis;

        copies of statistical reports on the operation of a thermal power plant in the form of N 6-TP (annual) for the last 3 years preceding the current one;

        information on the fulfillment of the standards approved by the Ministry of Energy of Russia for a thermal power plant for the current year and for the two years preceding the current year in accordance with Appendix 13 to this Instruction;

        the values ​​of the standards for the settlement year, the current year and for the two years preceding the current year, included in the tariff;

        materials and tables substantiating the values ​​of the standards submitted for approval in accordance with the list and requirements of this Instruction (in the format of a spreadsheet editor and a CD).

        The explanatory note reflects:

        name and postal address of the energy supplying organization, position, telephone number, surname, name and patronymic of the first head;

        a brief description of the installed main equipment in accordance with appendices 4-6 to this Instruction;

        features of thermal and electrical circuits, equipment operation modes, fuel and water supply conditions;

        predicted volumes of electricity generation with an indication of the sources of their receipt;

        predicted volumes of heat supply in steam and hot water with the application of relevant calculations for their justification, temperature schedules of the heating network, copies of applications for heat supply from consumers;

        temperature values ​​of the outside air, cooling water at the inlet to the turbine condensers and their dynamics for the last three years in monthly and annual terms, accepted for a regulated period;

        substantiation of the predicted structure and quality of the fuel burned, with copies of the relevant fuel supply contracts and certificates of quality indicators attached;

        the accepted composition of the operating equipment for each month of the billing period with the appropriate justification;

        principles of distribution of electrical and thermal loads, between turbine units of TPPs, between heat supply sources of TPPs (regulated and unregulated extractions, reduction-cooling units (hereinafter - ROU), peak hot water boilers (hereinafter - PVK);

        information about the NTD for fuel use: validity period, values ​​of thermal efficiency reserves, availability of measures to realize the energy saving potential;

        results of NUR calculations, analysis of the reasons for the change in standards in comparison with their actual and standard values ​​for the period preceding the calculation period;

        dynamics of the main technical and economic indicators for the last three years for TPPs and boiler houses in accordance with appendices 7-9 to this Instruction;

        analysis of the implementation of the standards approved by the Ministry of Energy of Russia for the current year and for the two years preceding the current year.

        Each of the documents included in the materials substantiating the NUR values ​​must be signed by the head of the TPP, boiler house or enterprise.

        II. The composition of the regulatory and technical documentation for the fuel use of steam turbine, gas turbine TPPs and boiler houses and the requirements for its development

        12. Regulatory and technical documentation on fuel use is developed for steam turbine and gas turbine thermal power plants with an installed electric capacity of 10 MW or more and boiler plants with a heat output of 50 Gcal/h and more.

        13. The composition of the regulatory and technical documentation for the fuel use of a thermal power plant includes:

        energy characteristics of boiler units of each of the equipment groups;

        energy characteristics of turbine units of each of the equipment groups;

        dependencies of technological heat losses associated with the heat output of each of the equipment groups;

        dependence of the absolute or specific costs of electricity and heat for the own needs of each of the groups of equipment, the power plant as a whole;

        explanatory note on the development of the energy characteristics of the equipment and the dependences of the costs of electricity and heat for own needs;

        graphs of initial-nominal specific fuel consumption for supplied electricity and heat;

        layouts for calculating the nominal indicators of equipment and standards for specific fuel consumption;

        a plan of organizational and technical measures for the implementation of reserves of thermal efficiency and the rational use of fuel and energy resources, developed on the basis of mandatory energy audits;

        reporting data on nominal and actual specific fuel consumption for the last 3 years preceding the development of the NTD for fuel use.

        Normative and technical documentation for the fuel use of the boiler house includes:

        energy characteristics of each type of installed steam and hot water boilers;

        dependence of absolute or specific heat consumption for own needs;

        dependences of power costs on the mechanisms of the boiler room (blower fans, smoke exhausters, feed pumps, network pumps, etc.);

        an explanatory note on the development of the energy characteristics of the equipment and the dependencies of heat costs for own needs;

        graphs of initial-nominal specific fuel consumption for supplied heat;

        model of calculation of nominal indicators and standards of specific fuel consumption;

        Normative and technical documentation on the use of fuel by organizations operating heating (industrial and heating) boiler houses includes:

        technical characteristics of equipment and modes of operation;

        energy characteristics of boilers;

        characteristics of the fuel used;

        regime maps developed based on the results of regime and adjustment tests;

        calculations and indicators of heat consumption for auxiliary needs of the boiler house for the billing year;

        a plan of organizational and technical measures for the rational use and saving of fuel and energy resources and the reduction of standards for specific fuel consumption;

        reporting data on nominal and actual specific fuel consumption for the last 3 years preceding the development of the NTD for fuel use.

        14. The energy characteristic of the unit (hereinafter referred to as EC) is a complex of dependencies of the nominal and initial-nominal values ​​of the parameters and indicators of its operation in absolute, specific or relative terms from the load or other norm-forming indicators at fixed values ​​of external factors.

        EC is developed for a specific thermal scheme of a technically sound unit, taking into account its design features, operating conditions and modes, and operating life.

        EC reflects the maximum possible energy efficiency of the unit, provided that there are no omissions in its operation, maintenance and repair.

        EH includes a system of corrections that provide the ability to assess changes in the volume of energy consumption by the unit when external factors change and the actual values ​​of parameters and indicators deviate from the parameters and indicators of EH.

        External factors include objective factors that affect the efficiency of equipment operation, the values ​​of which do not depend on the activities of production personnel and contractor repair organizations.

        As initial data in the development of EC equipment, the following are used:

        results of representative balance tests;

        data of regime-adjustment or express tests;

        Balance tests are performed on equipment that has undergone a major overhaul and has higher operational values ​​of thermal efficiency indicators compared to other similar equipment of a TPP or boiler house.

        In the absence of test results and TEC, the best performance indicators or data from equipment manufacturers can be used as initial data for the development of temporary EC, with a validity period of not more than 1 year.

        15. When developing EC, with appropriate justification, it is allowed to take into account the accuracy of the source material used in the development of energy characteristics, aging (wear and tear) of equipment, the presence of fatal defects in design, manufacture and installation. The operating tolerance, due to its objectivity, is taken into account without additional justification, as it reflects the deterioration in the efficiency of equipment during the overhaul period.

        The accuracy of the source material reflects the errors of thermal tests, typical energy characteristics.

        Aging (wear and tear) of equipment characterizes the natural physical wear and tear of equipment that is not technologically recoverable by repairs during its long-term operation, leading to a deterioration in the technical condition, a decrease in efficiency and reliability of operation.

        16. The corrections for changes in parameters and indicators given as part of the energy characteristics of the equipment provide:

        determination of nominal values ​​of parameters or indicators with actual or predicted values ​​of external factors;

        assessment of the reserve of thermal efficiency of equipment due to the deviation of the actual value of a parameter or indicator from its nominal value.

        17. Graphs of the initial nominal specific fuel consumption are calculated and built:

        for each group (subgroup) of power plant equipment for winter and summer periods with characteristic combinations of operating equipment, average values ​​of heat supply in the real range of changes in electrical loads;

        for steam and hot water boilers of a boiler house for characteristic combinations of operating boilers in a real range of changes in thermal loads.

        The charts show:

        parameters, conditions and values ​​of external factors under which the graphs are built;

        corrections to specific fuel consumption for changes in external factors and conditions;

        combinations of operating units;

        fuel losses during equipment start-ups from various thermal states;

        values ​​of the coefficients of the thermal efficiency reserve for the supply of heat and electricity and the degree of their use.

        18. The model for calculating nominal indicators and standards for specific fuel consumption is a table that reflects the calculation procedure, determines the sources of primary information and contains calculation formulas.

        Models are developed by groups (subgroups) of equipment, take into account the composition of the equipment and the features of its thermal schemes, operating modes, types of fuel burned.

        initial-nominal values ​​of indicators determined by energy characteristics (without amendments) at actual average loads. The parameters of turbine units are determined for each of their modes of operation (condensing, with one or two adjustable steam extractions, with one- or two-stage heating of network water);

        actual values ​​of external factors, indicators characterizing the volume of energy production, equipment operation modes, start-ups;

        the values ​​of amendments to indicators for the difference between the actual values ​​of external factors and those adopted in the construction of energy characteristics;

        nominal values ​​of the main and intermediate indicators of units for actual operating modes and values ​​of external factors;

        the values ​​of corrections to the specific fuel consumption for the stabilization of modes, the development of newly introduced equipment;

        standards for specific fuel consumption.

        19. Validity period of NTD on fuel use cannot exceed 5 years. At the end of the validity period of the NTD is reviewed, the period of validity of the NTD is not extended. The NTD is reviewed a quarter before its expiration date.

        An extraordinary review of the NTD is carried out when:

        transfer of boilers to burning fuel of a different type or brand;

        transfer of turbine units with steam condensation to work with back pressure or degraded vacuum;

        reconstruction of turbine units with the organization of controlled extraction or with an increase in the release of steam from controlled extraction;

        introduction of new equipment.

        III. Methodology for calculating the standards for specific fuel consumption for TPPs and boiler houses

        Calculation of NUR on the basis of normative and technical documentation for fuel use

        20. If there is an existing NTD for fuel use at the TPP or boiler house, NUR for the electric and thermal energy supplied by the power plant, NUR for the supplied thermal energy of the boiler house are calculated in the sequence regulated by the model for calculating nominal indicators and standards for specific fuel consumption.

        Calculations are performed for each turbine unit and each type of boiler units included in the equipment group.

        For the group as a whole, the indicators are determined by summing or weighing the results of calculating the indicators of the turbine and boiler units that are part of it. In general, for the power plant (boiler house) indicators are determined on the basis of the results of their calculations for individual groups.

        21. As initial data, the values ​​of indicators expected for the power plant (boiler house) characterizing the volumes of energy production, modes and operating conditions, external factors, reserves of thermal efficiency and the degree of their use are taken.

        The main of these indicators include (for each of the months of the forecasting period):

        heat supply to consumers in steam for technological needs;

        release of heat in hot water to the heating network;

        the structure of the combusted fuel and its characteristics;

        outdoor air temperature;

        condenser cooling water temperature;

        composition of operating equipment.

        With regard to a specific power plant (boiler house), the full composition of the initial data is listed in the layout, which is part of the NTD for fuel use.

        The generation of electricity by power plants is accepted in accordance with the forecast energy balances agreed with the Regional Dispatch Office and the executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs.

        22. When calculating the predicted heat loads of industrial and heat extraction turbines (backpressure), the principle of their priority use in comparison with peak hot water boilers (hereinafter - PWC), reduction-cooling units (hereinafter - ROU) is mandatory observed.

        The total heat supply from production extractions (backpressure) of turbines (*), Gcal, is generally determined by the formula:

        where * - heat supply to external consumers, Gcal;

        *, *, * - heat consumption for own, household needs, peak boilers, Gcal;

        * — heat consumption from ROU connected to a higher pressure steam source, Gcal.

        Heat consumption for own needs is calculated according to the relevant dependencies that are part of the energy characteristics of the equipment.

        Heat consumption for peak boilers is calculated according to the heat balance equations.

        The release of heat from the heat extraction turbines (backpressure) in the general case includes:

        heat supply to external consumers (*), for own (*) and household needs (*) from heaters connected to these extractions;

        heat consumption for heating an additive that compensates for the non-return of condensate from consumers of steam extractions of a higher potential (*).

        The expected value of the total heat supply from the turbine heat extraction, Gcal, can be calculated using the formula:

        Heat output from peak hot water boilers (peak boilers) is calculated based on the forecast of the duration of standing outdoor temperatures (*), at which it is necessary to turn them on to ensure the fulfillment of the temperature schedule of the heating system:

        When distributing electrical and thermal loads between individual units of the power plant, it is advisable to strive to minimize the heat costs of the turbine plant for generating electricity.

        For this, special computer programs are used. In the absence of such programs, the following recommendations should be followed.

        In the case of operation of the power plant in the billing period according to the thermal schedule, first of all, the turbine extractions with the highest total specific electricity generation in the heating cycle compared to other turbines of the subgroup are loaded.

        When the power plant operates according to the electrical schedule, the distribution of thermal and electrical loads is interconnected.

        If there are several subgroups of equipment at the power plant, it is advisable during the period of maximum electrical load to transfer heat loads to a subgroup with lower initial parameters of live steam in order to limit its condensing power generation to the maximum. Moreover, a greater effect can be provided by transferring the heating load.

        When operating turbines with electrical loads close to the nominal ones, in order to achieve maximum heat and power generation, the extractions of the same type of units are loaded evenly.

        The summer period of operation of units with low loads predetermines the uneven distribution of the heat load between the turbines until it is transferred to one of them.

        With parallel operation of turbines of the PT and R types, as calculations show, first of all, the selections of the PT type turbines are loaded until the highest values ​​of the total specific heat generation of electricity are reached.

        When distributing heat loads, the following are taken into account:

        manufacturers' restrictions on the minimum load of turbine extractions;

        features of the scheme of the heating plant in terms of heat supply to external consumers and for their own needs;

        reliability of heat supply to consumers.

        After the distribution of heat loads according to the regime diagrams and standard characteristics, the minimum electric power of each turbine and the minimum electricity generation by the power plant (*), thousand * are determined:

        where *, * are the power developed by P-type turbines (or PT, T-type turbines when operating with degraded vacuum) and the minimum power of PT and T-type turbines at given extraction loads (back pressure), thousand kW.

        The value * includes the heating power and the power developed at the ventilated passage of steam into the condenser with the diaphragm of the low pressure cylinder (hereinafter referred to as LPC) completely closed. Factors that increase beyond the minimum required level (leakage of the control diaphragm of the low pressure cylinder, an increase in the temperature of the exhaust pipe above the permissible level, etc.) are confirmed by the relevant documents. Calculation of the minimum load of the CHPP is carried out in accordance with the recommendations given in Appendix 14 to this Instruction.

        Additional condensing electricity generation to be distributed between turbines (*), thousand *, is determined by the formula:

        For CHP, when justifying additional condensing electricity generation, the following factors can be considered:

        the presence of non-switchable consumers of heat supply;

        ensuring the technical minimum load of boilers;

        increasing the temperature of the cooling water at the outlet of the turbine condensers to prevent freezing of cooling towers in winter.

        Distribution * between turbines is made on the basis of pre-calculated characteristics of the relative increases in heat consumption for electricity generation in the condensation cycle (*) for all possible combinations of units. The aggregates with the smallest * values ​​are loaded first.

        The distribution of heat supply to external consumers in steam of the same pressure or with network water between subgroups of the power plant is carried out in proportion to the heat loads of turbine extractions (*, *) that are part of the subgroup.

        Heat output from peak hot water boilers is distributed among subgroups of power plant equipment in proportion to the heat output with heating water.

        The values ​​of hourly flow rates of live steam (*) and steam to condensers (*) required for calculations for individual turbines can be calculated with sufficient accuracy for forecasting purposes by the formulas, t/h:

        When calculating the NUR, the parameters of live steam and steam after reheating correspond to the values ​​​​accepted in the standard characteristics of turbines as nominal.

For TPPs using the method of distributing fuel costs in a combined cycle between electric and thermal energy in proportion to the heat costs for generating electric energy and supplying thermal energy, provided that they are produced separately, an increase in heat consumption for generating electricity in the conditional absence of heat supply to external consumers from withdrawals and turbine counterpressure (*), Gcal, is determined by the formulas:

        The ultimate goal of performing calculations for a turbine plant is to obtain predicted values ​​for equipment subgroups:

        absolute and specific gross heat consumption for electricity generation (*, Gcal and *, kcal/*);

        absolute and specific consumption of heat (*, Gcal and *, %) and electricity (*, thousand * and *, %) for own needs;

        24. The number of boiler units of each type (*) operating in the forecast period in the group is selected based on the total heat demand for turbines, the load of boiler units at the level of 80-90% of the nominal heat output, as well as the equipment repair schedule. The agreed limits on the nominal steam capacity of the boilers are also taken into account.

        The total gross heat generation by the boiler plant of the equipment subgroup, Gcal, is calculated by the formula:

        Correction of the NUR values ​​calculated on the basis of the NTD for fuel use (*), the indicators of which are worse than the actual values ​​of the indicators in the year preceding the calculated one, is made according to the formula:

        25. Calculation of NUR based on indicators of the base period is carried out in the absence of current regulatory and technical documentation on fuel use at TPP.

        One of the two years preceding the calculated one, which differ in terms of electricity generation and heat supply from the calculated one by no more than 10%, can be taken as the base period. If both previous years meet this condition, then the last year preceding the settlement year is taken as the base year.

        Depending on the method used at TPPs for distributing fuel costs by power boilers between electric and thermal energy, the calculation of NOR is performed in accordance with the formulas below.         I. General provisions

        1. This Procedure establishes the rules for calculating the standards for fuel reserves at sources of thermal energy, with the exception of sources of thermal energy operating in the mode of combined generation of electric and thermal energy (hereinafter referred to as boiler houses), and the basic requirements for the rationing of fuel reserves (coal, fuel oil, peat, diesel fuel, heating oil) in the production of thermal energy by organizations, regardless of ownership and organizational and legal forms.

        2. The standard for fuel reserves at boiler houses is calculated as the stock of the main and reserve fuels (hereinafter referred to as ONCT) and is determined by the sum of the volumes of the irreducible standard fuel reserve (hereinafter referred to as NRCT) and the standard operational fuel reserve (hereinafter referred to as NECT).

        3. NNZT is determined for boiler houses in the amount that ensures the maintenance of positive temperatures in the main building, auxiliary buildings and structures in the "survival" mode with the minimum design heat load under the conditions of the coldest month of the year.

        4. NNZT at heating boilers is determined in the amount calculated in accordance with paragraph 3 of this Procedure, as well as taking into account the need to ensure their work under unforeseen circumstances when it is impossible to use or exhaust NEZT.

        5. The following objects are taken into account in the calculation of NCVT:

        objects of socially significant categories of consumers - in the amount of the maximum heat load minus the heat load of hot water supply;

        central heating points, pumping stations, own needs of thermal energy sources in the autumn-winter period.

        6. NNCT is calculated once every three years, the results of calculations are recommended to be drawn up in the form in accordance with Appendix No. 1 to this Procedure.

        7. During a three-year period, NNCT is subject to adjustment in cases of changes in the composition of equipment, fuel structure, as well as the load of socially significant categories of consumers of thermal energy that do not have power from other sources.

        8. Calculation of NCV is made for boiler houses for each type of fuel separately.

        9. NNCT is restored in the approved amount after the elimination of the consequences of emergency situations.

        10. For gas-fired boiler houses, NNCT is set according to the reserve fuel.

        11. NEZT is necessary for the reliable and stable operation of boiler houses and ensures the planned generation of thermal energy in the event of restrictions on the supply of the main type of fuel.

        12. Calculation of NEZT is made annually for each boiler house burning or having solid or liquid fuel (coal, fuel oil, peat, diesel fuel) as a reserve. Calculations are made on October 1 of the planned year.

        13. Calculations of NNZT and NEZT are made for boiler houses of electric power industry organizations and heating (industrial and heating) boiler houses of organizations that are not related to electric power industry organizations, in accordance with Section II of this Procedure. In the results of calculations, the values ​​of the standards are presented in tons of natural solid and liquid fuels and are rounded up to tenths of the specified unit of measurement.

        14. The determination of standards is carried out on the basis of the following data:

        1) data on the actual main and reserve fuel, its characteristics and structure as of October 1 of the last reporting year;

        2) methods and time of fuel delivery;

        3) data on the storage capacity for solid fuels and the volume of tanks for liquid fuels;

        4) indicators of average daily fuel consumption in the coldest estimated time of the year of previous periods;

        5) technological scheme and composition of equipment that ensure the operation of boiler houses in the "survival" mode;

        6) a list of non-switchable external consumers of thermal energy;

        7) the estimated heat load of external consumers (the heat load of boiler houses is not taken into account, which, according to the conditions of heat networks, can be temporarily transferred to other power plants and boiler houses);

        8) calculation of the minimum required heat load for the own needs of boiler houses;

        9) justification of the accepted coefficients for determining the standards for fuel reserves at boiler houses;

        10) the amount of ONRT, broken down into NNCT and NERT, approved for the previous planned year;

        11) the actual use of fuel from OHCR with the allocation of NECT for the last reporting year.

        The grounds for adjusting the fuel reserve standards are changes in the heat generation program or a change in the type of fuel, the implementation of measures for the reconstruction and (or) modernization of heat sources and (or) heat networks, leading to a change in the volume of heat generation (capacity).

        16. All results of calculations and substantiation of the accepted coefficients for determining the standards for fuel reserves at boiler houses are recommended to be drawn up in the form of an explanatory note on paper (broken into a separate book) and in electronic form.

    PROCEDURE FOR DETERMINING STANDARDS FOR SPECIFIC FUEL CONSUMPTION IN THE PRODUCTION OF ELECTRIC AND HEAT ENERGY

    I. General provisions

    1. Specific fuel consumption for:

    released electrical energy from tires and thermal energy from collectors of thermal power plants operating on fossil fuels;

    released thermal energy from boiler collectors.

    2. Standards for specific fuel consumption are determined for each thermal power plant (hereinafter referred to as TPP) and boiler house (with the exception of heating and industrial heating boiler houses of the housing and communal sector).

    The standard for specific fuel consumption for the supplied heat energy by heating and industrial heating boiler houses in the housing and communal sector is determined as a whole for the organization.

    3. The norm of specific fuel consumption (hereinafter referred to as NUR) in this procedure is understood as the maximum allowable technically justified measure of fuel consumption per unit of electrical energy supplied from tires, per unit of thermal energy supplied to the heating network. The standards are determined in grams of standard fuel per 1 kilowatt-hour (g of reference fuel/kWh), kilograms of reference fuel per gigacalorie (kg of reference fuel/Gcal) with differentiation by months.

    This procedure is applied when establishing the NRM for the next settlement period of regulation (fiscal year), as well as when establishing the NRM for each settlement period of regulation within the long-term period of regulation when setting long-term tariffs in the field of heat supply.

    4. The primary objects of NUR calculations at TPPs with steam turbine units are groups and subgroups of equipment. A group of equipment is a set of condensing turbine units or turbine units with controlled steam extraction and back pressure (for power units also with the same capacity), as well as all boilers (both pulverized coal and gas oil) that ensure the operation of these turbine units. The subgroup of power units includes a set of only coal-fired or gas-fired boilers and condensing or cogeneration turbine units working together with them with the corresponding pressure of live steam and the same power. A subgroup of equipment with cross-links is a set of condensing or cogeneration turbine units with the same live steam parameters and boilers that ensure the operation of these turbine units and burn only solid or gas-oil fuel.

    If pulverized-coal and gas-fired boilers operate on a common live steam collector, then a subgroup of equipment with cross-links is conditionally considered pulverized coal.

    For TPPs equipped with combined-cycle plants (hereinafter referred to as CCGT) or gas turbine units (hereinafter referred to as GTU), as well as diesel generators (hereinafter referred to as DG), NUR calculations are performed for each piece of equipment.

    The standard of specific fuel consumption for the supplied heat energy from the heating (industrial and heating) boiler house (group standard) is calculated on the basis of individual boiler standards, taking into account their productivity, operating time, the weighted average standard for the production of thermal energy by all boilers of the boiler house and the amount of heat energy consumption for its own boiler room needs. Individual norm of specific fuel consumption - the norm of consumption of the design type of fuel for the boiler for the production of 1 Gcal of thermal energy under optimal operating conditions.

    Thermal energy supplied to the heating network is defined as the thermal energy produced by boiler units, minus the thermal energy used for the boiler house's own needs, and transferred to the heating network.

    5. For steam turbine and gas turbine TPPs with an installed electric capacity of 10 MW or more and boilers with a heat output of 50 Gcal/h or more, NUR calculations are performed on the basis of the normative and technical documentation (hereinafter - RTD) in force at the time of the calculations for fuel use.

    The composition of the NTD for fuel use and the requirements for its development are given in Section II of this procedure.

    For TPPs with a capacity of less than 10 MW and boiler rooms with a heat output of less than 50 Gcal/h, as well as in the event of a temporary absence of NTD for fuel use or the expiration of its validity at TPPs and boiler houses of larger capacity, it is allowed to use in the calculations:

    indicators of the base period;

    manufacturer's data, typical energy characteristics of boiler and turbine units;

    expert assessments based on reporting or other data.

    According to DG, passport, reference data and operational indicators are used in NUR calculations.

    6. When calculating the NUR, additional fuel and energy costs caused by:

    omissions in the operational and repair maintenance of equipment;

    carrying out construction and installation, experimental and research work;

    start-up and adjustment of new equipment;

    conservation of units.

    7. In the event that the actual values ​​of the indicators exceed the indicators of the energy characteristics of the equipment (in terms of the efficiency of boiler and turbine units, vacuum, feed water temperature, electricity and heat costs for own needs, etc.) in the year preceding the calculated one, the NUR values ​​calculated based on the NTD for fuel use, are adjusted downward by the amount of fuel savings against the energy performance obtained in the previous year.

    8. The choice of the composition of operating equipment and the distribution of electrical and thermal loads between individual units of power plants and boiler houses are based on the principles of ensuring reliable energy supply to consumers and minimizing fuel costs for energy supply.

    9. NUR calculations are performed for each of the months of the settlement period of regulation (long-term period of regulation) and in general for the entire settlement period of regulation (each settlement period within the framework of the long-term period of regulation). NUR as a whole for the settlement period of regulation is determined by the results of calculations for each month.

    10. The distribution of fuel costs by power boilers between electric and thermal energy generated in the combined cycle at TPPs in the NUR calculations is made in accordance with the methods adopted in the preparation of state statistical reporting.

    11. The documents substantiating the values ​​of the standards considered by the Ministry of Energy of Russia for power plants and boiler houses of the electric power industry include:

    a summary table of the results of calculations of the standards for specific fuel consumption for supplied electricity and heat, prepared in accordance with Appendix 1 to this procedure;

    explanatory note;

    NUR calculations for each TPP and boiler house for each month of the settlement period of regulation (long-term period of regulation) and in general for the settlement period of regulation (each settlement period of regulation within the long-term period of regulation). When performing calculations of specific fuel consumption on the basis of the NTD for fuel use, the supporting materials must contain completed layouts (included in the NTD for fuel use) for each TPP and boiler house for each of the months of the estimated regulation period (each estimated regulation period within the long-term regulation period) ;

    calculations of the minimum electricity generation for thermal power plants for each month of the regulation period and in general for the billing period;

    energy balances for each month of the settlement period of regulation (long-term period of regulation) and in general for the settlement period of regulation (each settlement period of regulation within the framework of the long-term regulation period), agreed with the Regional Dispatch Office and the executive authority of the constituent entity of the Russian Federation in the field of state regulation of tariffs. If there are no indicators in the forecast energy balance for each settlement period of regulation within the framework of the long-term regulation period, the volume taken into account in the forecast energy balance for the first settlement period of regulation within the framework of the long-term regulation period is taken into account for the calculation of the NOR;

    plan for repairs of the main power equipment in the billing period;

    copies of the title pages of the current regulatory and technical documentation on fuel use for each TPP and boiler house in accordance with appendices 10 and 11 to this procedure;

    a map of fuel burns due to the deviation of the actual performance of the equipment from the standard level for the year preceding the current one in accordance with Appendix 12 to this procedure;

    a plan for the implementation of organizational and technical measures to eliminate fuel burns due to the deviation of the actual equipment performance from the standard level and a plan for realizing the energy saving potential, developed on the basis of the results of energy surveys;

    the structure of the fuel balance, the quality indicators of the types and grades of fuel used for the last three years preceding the current period, for the current period and forecasted in the billing period (calorific value, ash content, humidity) for the billing period on a monthly basis;

    copies of statistical reports on the operation of a thermal power plant in the form of N 6-TP (annual) for the last 3 years preceding the current one;

    information on the fulfillment of the standards approved by the Ministry of Energy of Russia for a thermal power plant for the current year and for the two years preceding the current year, in accordance with Appendix 13 to this procedure;

    the values ​​of the standards for the settlement year, the current year and for the two years preceding the current year, included in the tariff;

    materials and tables substantiating the values ​​of the standards submitted for approval in accordance with the list and requirements of this procedure (in the format of a spreadsheet editor and a CD).

    The explanatory note reflects:

    name and postal address of the energy supplying organization, position, telephone number, surname, name and patronymic of the first head;

    a brief description of the installed main equipment in accordance with appendices 4 - 6 to this order;

    features of thermal and electrical circuits, equipment operation modes, fuel and water supply conditions;

    predicted volumes of electricity generation with an indication of the sources of their receipt;

    predicted volumes of heat supply in steam and hot water with the application of relevant calculations for their justification, temperature schedules of the heating network, copies of applications for heat supply from consumers;

    temperature values ​​of the outside air, cooling water at the inlet to the turbine condensers and their dynamics for the last three years in monthly and annual terms, accepted for a regulated period;

    substantiation of the predicted structure and quality of the fuel burned, with copies of the relevant fuel supply contracts and certificates of quality indicators attached;

    the accepted composition of the operating equipment for each month of the billing period with the appropriate justification;

    principles of distribution of electrical and thermal loads, between the turbine units of TPPs, between heat supply sources of TPPs (regulated and unregulated extractions, reduction-cooling units (hereinafter referred to as ROU), peak hot water boilers (hereinafter referred to as PVK));

    information about the NTD for fuel use: validity period, values ​​of thermal efficiency reserves, availability of measures to realize the energy saving potential;

    results of NUR calculations, analysis of the reasons for the change in standards in comparison with their actual and standard values ​​for the period preceding the calculation period;

    dynamics of the main technical and economic indicators for the last three years for TPPs and boiler houses in accordance with appendices 7 - 9 to this order;

    analysis of compliance with the standards approved by the Ministry of Energy of Russia for the current year and for the two years preceding the current year.

    Each of the documents included in the materials substantiating the NUR values ​​must be signed by the head of the TPP, boiler house or enterprise.

    II. The composition of the regulatory and technical documentation for the fuel use of steam turbine, gas turbine TPPs and boiler houses and the requirements for its development

    12. Regulatory and technical documentation on fuel use is developed for steam turbine and gas turbine thermal power plants with an installed electric capacity of 10 MW or more and boiler plants with a heat output of 50 Gcal/h and more.

    13. The composition of the regulatory and technical documentation for the fuel use of a thermal power plant includes:

    energy characteristics of boiler units of each of the equipment groups;

    energy characteristics of turbine units of each of the equipment groups;

    dependencies of technological heat losses associated with the heat output of each of the equipment groups;

    dependence of the absolute or specific costs of electricity and heat for the own needs of each of the groups of equipment, the power plant as a whole;

    explanatory note on the development of the energy characteristics of the equipment and the dependences of the costs of electricity and heat for own needs;

    graphs of initial-nominal specific fuel consumption for supplied electricity and heat;

    layouts for calculating the nominal indicators of equipment and standards for specific fuel consumption;

    reporting data on nominal and actual specific fuel consumption for the last 3 years preceding the development of the NTD for fuel use.

    Normative and technical documentation for the fuel use of the boiler house includes:

    energy characteristics of each type of installed steam and hot water boilers;

    dependence of absolute or specific heat consumption for own needs;

    dependences of power costs on the mechanisms of the boiler room (blower fans, smoke exhausters, feed pumps, network pumps, etc.);

    an explanatory note on the development of the energy characteristics of the equipment and the dependencies of heat costs for own needs;

    graphs of initial-nominal specific fuel consumption for supplied heat;

    model of calculation of nominal indicators and standards of specific fuel consumption;

    a plan of organizational and technical measures for the implementation of reserves of thermal efficiency and the rational use of fuel and energy resources, developed on the basis of mandatory energy audits;

    Normative and technical documentation on the use of fuel by organizations operating heating (industrial and heating) boiler houses includes:

    technical characteristics of equipment and modes of operation;

    energy characteristics of boilers;

    characteristics of the fuel used;

    regime maps developed based on the results of regime and adjustment tests;

    calculations and indicators of heat consumption for auxiliary needs of the boiler house for the billing year;

    a plan of organizational and technical measures for the rational use and saving of fuel and energy resources and the reduction of standards for specific fuel consumption;

    reporting data on nominal and actual specific fuel consumption for the last 3 years preceding the development of the NTD for fuel use.

    14. The energy characteristic of the unit (hereinafter referred to as the EC) is a complex of dependencies of the nominal and initial-nominal values ​​of the parameters and indicators of its operation in absolute, specific or relative terms from the load or other standard-forming indicators at fixed values ​​of external factors.

    EC is developed for a specific thermal scheme of a technically sound unit, taking into account its design features, operating conditions and modes, and operating life.

    EC reflects the maximum possible energy efficiency of the unit, provided that there are no omissions in its operation, maintenance and repair.

    EH includes a system of corrections that provide the ability to assess changes in the volume of energy consumption by the unit when external factors change and the actual values ​​of parameters and indicators deviate from the parameters and indicators of EH.

    External factors include objective factors that affect the efficiency of equipment operation, the values ​​of which do not depend on the activities of production personnel and contractor repair organizations.

    As initial data in the development of EC equipment, the following are used:

    results of representative balance tests;

    data of regime-adjustment or express tests;

    Balance tests are performed on equipment that has undergone a major overhaul and has higher operational values ​​of thermal efficiency indicators compared to other similar equipment of a TPP or boiler house.

    In the absence of test results and TEC, the best performance indicators or data from equipment manufacturers can be used as initial data for the development of temporary EC, with a validity period of not more than 1 year.

    15. When developing EC, with appropriate justification, it is allowed to take into account the accuracy of the source material used in the development of energy characteristics, aging (wear and tear) of equipment, the presence of fatal defects in design, manufacture and installation. The operating tolerance, due to its objectivity, is taken into account without additional justification, as it reflects the deterioration in the efficiency of equipment during the overhaul period.

    The accuracy of the source material reflects the errors of thermal tests, typical energy characteristics.

    Aging (wear and tear) of equipment characterizes the natural physical wear and tear of equipment that is not technologically recoverable by repairs during its long-term operation, leading to a deterioration in the technical condition, a decrease in efficiency and reliability of operation.

    16. The corrections for changes in parameters and indicators given as part of the energy characteristics of the equipment provide:

    determination of nominal values ​​of parameters or indicators with actual or predicted values ​​of external factors;

    assessment of the reserve of thermal efficiency of equipment due to the deviation of the actual value of a parameter or indicator from its nominal value.

    17. Graphs of the initial nominal specific fuel consumption are calculated and built:

    for each group (subgroup) of power plant equipment for winter and summer periods with characteristic combinations of operating equipment, average values ​​of heat supply in the real range of changes in electrical loads;

    for steam and hot water boilers of a boiler house for characteristic combinations of operating boilers in a real range of changes in thermal loads.

    The charts show:

    parameters, conditions and values ​​of external factors under which the graphs are built;

    corrections to specific fuel consumption for changes in external factors and conditions;

    combinations of operating units;

    fuel losses during equipment start-ups from various thermal states;

    values ​​of the coefficients of the thermal efficiency reserve for the supply of heat and electricity and the degree of their use.

    18. The model for calculating nominal indicators and standards for specific fuel consumption is a table that reflects the calculation procedure, determines the sources of primary information and contains calculation formulas.

    Models are developed by groups (subgroups) of equipment, take into account the composition of the equipment and the features of its thermal schemes, operating modes, types of fuel burned.

    Layouts reflect:

    initial-nominal values ​​of indicators determined by energy characteristics (without amendments) at actual average loads. The parameters of turbine units are determined for each of their modes of operation (condensing, with one or two adjustable steam extractions, with one- or two-stage heating of network water);

    actual values ​​of external factors, indicators characterizing the volume of energy production, equipment operation modes, start-ups;

    the values ​​of amendments to indicators for the difference between the actual values ​​of external factors and those adopted in the construction of energy characteristics;

    nominal values ​​of the main and intermediate indicators of units for actual operating modes and values ​​of external factors;

    the values ​​of corrections to the specific fuel consumption for the stabilization of modes, the development of newly introduced equipment;

    standards for specific fuel consumption.

    19. Validity period of NTD on fuel use cannot exceed 5 years. At the end of the validity period of the NTD is reviewed, the period of validity of the NTD is not extended. The NTD is reviewed a quarter before its expiration date.

    An extraordinary review of the NTD is carried out when:

    transfer of boilers to burning fuel of a different type or brand;

    transfer of turbine units with steam condensation to work with back pressure or degraded vacuum;

    reconstruction of turbine units with the organization of controlled extraction or with an increase in the release of steam from controlled extraction;

    introduction of new equipment.

    For TPPs with a capacity of less than 10 MW and boilers with a heat output of less than 50 Gcal/h, as well as in the event of a temporary absence of the NTD for fuel use or the expiration of its validity at TPPs and boilers of higher capacity, it is allowed to use in the calculations:

    7.
