Register of cost-effective standard documentation year. Reuse projects - register of the Ministry of Construction of the Russian Federation. How will the procedure for using construction documentation for reuse change?

Before sending an electronic appeal to the Ministry of Construction of Russia, please read the rules of operation of this interactive service set out below.

1. Electronic applications within the sphere of competence of the Ministry of Construction of Russia, filled out in accordance with the attached form, are accepted for consideration.

2. An electronic appeal may contain a statement, complaint, proposal or request.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry ensures objective, comprehensive and timely consideration of applications. Review of electronic appeals is free of charge.

4. In accordance with Federal Law No. 59-FZ dated May 2, 2006 “On the procedure for considering appeals from citizens of the Russian Federation,” electronic appeals are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues the solution of which is not within the competence of the Ministry of Construction of Russia is sent within seven days from the date of registration to the relevant body or the relevant official whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. Electronic appeal is not considered if:
- absence of the applicant’s surname and name;
- indication of an incomplete or unreliable postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- absence of punctuation marks in the text, presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously sent appeals.

6. The response to the applicant is sent to the postal address specified when filling out the form.

7. When considering an appeal, disclosure of information contained in the appeal, as well as information relating to the private life of a citizen, is not permitted without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of Russian legislation on personal data.

8. Appeals received through the site are summarized and presented to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections “for residents” and “for specialists”

Currently, 45 sites are included in the Register of Cost-Effective Reuse Design Documents. Projects include 4 kindergartens, 37 schools, 2 hospitals, 1 sports facility and 1 water supply system. These projects are presented from more than 20 constituent entities of the Russian Federation.

The official website for posting systematized information about cost-effective design documentation for reuse on the Internet is the website of the Ministry of Construction of Russia www.minstroyrf.ru (Order of the Ministry of Construction of Russia dated July 31, 2017 No. 1098/pr “On determining the official website for posting systematized information about economically effective design documentation for reuse").

Starting from 2018, such documentation will be mandatory entered into the Unified State Register of Conclusions (USRZ). The system will contain state expert opinions on the parameters, power, and preliminary designs of each project, and the next government customer of a similar facility will be able to reuse it. This will save budget funds, including by reducing the cost of developing project documentation and subsequent examination and construction.

To include projects in the register of cost-effective reuse design documentation, the following list of documents is required (Resolution of the Government of the Russian Federation dated March 31, 2017 No. 389 “On the procedure for recognizing reuse design documentation as cost-effective reuse design documentation”):

1. Project documentation of objects (City Code of the Russian Federation, paragraph 2 of Article 48).
2. Positive conclusion of the state examination (Order of the Ministry of Construction of Russia dated December 9, 2015 No. 887/pr “On approval of the requirements for the composition, content and procedure for drawing up the conclusion of the state examination of design documentation and (or) engineering survey results”).
3. Positive conclusion on the reliability of determining the estimated cost of construction of a capital construction project (Order of the Ministry of Construction of Russia dated March 29, 2017 No. 655/pr “On approval of the form of conclusion on verification of the reliability of the determination of the estimated cost of construction, reconstruction, major repairs of capital construction projects and the procedure for drawing up a conclusion on verification of reliability determining the estimated cost of construction, reconstruction, and major repairs of capital construction projects").
4. A document confirming the transfer of the exclusive right to design documentation for reuse or the right to its repeated use (including for the preparation of design documentation on its basis) to the Russian Federation, a constituent entity of the Russian Federation or a municipal entity (Civil Code of the Russian Federation, Part 4. Disposal of exclusive rights. Article 1233).
5. A document confirming the authority of the person who signed and (or) submitted the information and documents confirming the accuracy of the information to the Ministry of Construction and Housing and Communal Services of the Russian Federation to perform such actions on behalf of the customer (except for cases where these actions are performed directly by the customer). (For example, a power of attorney, a charter, an extract from the Unified Register of Legal Entities; a protocol (decision) of a general meeting of participants (shareholders, shareholders, etc.); an agreement on the transfer of powers of the sole executive body to a management organization or manager; an order (resolution) on the appointment for the position; court ruling (decision); charter (regulations); extract from the Unified Register of Individual Entrepreneurs and Certificate of state registration of an individual as an individual entrepreneur (for an individual entrepreneur).
6. Information and supporting documents must be signed with an enhanced qualified electronic signature (Federal Law dated 04/06/2011 No. 63-FZ “On Electronic Signature”).

A new school opened its doors on Knowledge Day in the Baltasinsky district

September 2, 2019 in the village. Nuriner of the Baltasinsky district held the Day of Knowledge. Guests of honor came to congratulate the students on the beginning of the school year: the head of the State Autonomous Institution “UGEC RT” Mazit Salikhov, the head of the Baltasinsky district Ramil Nutfullin, and the deputy of the State Duma of the Federal Assembly of the Russian Federation Marat Bariev.

The opening of the Nuriner secondary school after a major renovation was timed to coincide with this event. More than 44 million rubles were allocated for the renovation of the school under the republican program for the capital repair of educational facilities. Reuse objects have passed the state examination and can be said to be an example of how to design.

There is always the opportunity to obtain a project for reuse from the author of the project, which is indicated in the object’s passport.

The use of reuse projects can significantly reduce the time and cost of developing project documentation. Sections of a reuse design that are used without modification do not require re-examination unless there have been changes in the building code that affect design decisions.

GRK RF Article 48.2. Cost-effective reuse design documentation

1. By decision of the federal executive body exercising the functions of developing and implementing state policy and legal regulation in the field of construction, architecture, urban planning, design documentation can be recognized as cost-effective design documentation for reuse while simultaneously meeting the following conditions:

1) compliance of the project documentation with the criteria for economic efficiency of project documentation established by the Government of the Russian Federation, confirmed by a positive conclusion of the state examination of the project documentation;

2) the possibility of using design documentation when preparing design documentation for the construction of a capital construction project that is similar in purpose, design capacity, natural and other conditions of the territory on which construction is planned (hereinafter, for the purposes of this article, a similar facility);

3) the Russian Federation, a subject of the Russian Federation or a municipal entity has an exclusive right to design documentation.
